There may be more than one reason why it is not possible to enable fatigue detection on your car.
As others have mentioned, fatigue detection is sold as a "Sofware as a Product" (SWAP) feature, which requires a "Feature Enabling Code" (FEC) to be downloaded to the car to enable the function. If all of the hardware (controllers, cameras, steering wheel sensors, etc.) in your car that are needed for this function to work are present, then it makes no sense to me that VW would not happily take your money for the SWAP purchase and download a FEC to enable the function.
So, my guess is that perhaps your car lacks a hardware component (controller, type of camera, whatever) necessary to enable fatigue detection, or perhaps fatigue detection requires a newer "physical" version of a hardware component than you have installed on your car. There have been many hardware version changes to controllers and components since the MK 8 Golf was first brought to the market.
Whatever the cause, don't be too disappointed. There are 'features' and there are 'benefits'. Not all features have significant benefits associated with them. I recently saw an advertisement for a chamber pail (Toiletten-Eimer) that had three handles on it to make carrying easier. That might be a 'feature', but it is of questionable benefit. :grin: To me, fatigue detection falls into the same category.
